Role expectations



We are seeking experienced regulatory policy specialists. The successful candidates will play an important role in delivering our strategy and will need to be able to respond flexibly to the needs across the organisation.



These roles require a high level of technical competency, good written and oral communication skills, policy skills, well developed people and stakeholder management skills, and a track record of delivery against challenging deadlines.



Individuals need policy development skills and need to be able to think creatively to meet the challenges of the sector. Much of the role’s work requires collaboration both across Ofwat but also external stakeholders.





This requires our people to work effectively with others while remaining focused on Ofwat’s strategic priorities.



In these roles you will be expected to:





- Play a key role in one or more of our clusters of work. You may also lead a smaller workstream or manage a project.

- Ensure that we’re delivering on our strategic objectives on time and to budget

- Contribute to the effective identification and management of strategic risk and opportunities.

- Continue to hone your judgement and be expected to exercise it responsibly in line with our strategy and ways of working.

- Develop and use your ability to persuasively communicate and engage with stakeholders, both internally and externally.

- Provide support to colleagues across the office, proactively sharing skills and knowledge.

- Develop your skills through continued Learning and Development within your profession and within the wider cluster you work in.





Key deliverables for all roles





- Leading the delivery of work in a specific area of the price control.

- Undertaking numerical and policy economic analysis

- Development of improvements to our approach, including wider improvements to our regulatory approach and incentives

- Presentation of policy proposals to internal and external stakeholders





Responsibilities



Principal level role requirements:



Essential Qualifications:





- Degree level or equivalent qualification preferably in economics, social sciences or law, or equivalent knowledge / experience





Essential Experience & Knowledge:





- Proven successful leadership in a policy analysis and policy delivery environment

- Experience of leading strategic policy development, design and implementation

- Experience in fostering and influencing/ challenging mutually beneficial relationships with stakeholders and balancing the competing interests of a number of stakeholders in a political environment.

- Experience of working flexibly and collaboratively with multi-disciplinary teams to bring policy expertise and solutions to problems and deliver joined up strategic thinking, including with external organisations

- Experience leading and managing a programme of analysis and evidence gathering to support robust decision making and influencing on a wide range of technical and economic/commercial policy issues consistent with Ofwat’s direction of travel

- Understanding the relevance and the impact of best practice in policy development and being able to apply this.





Senior Associate level requirements:



Essential Qualifications:





- Degree level or equivalent qualification preferably in economics, social sciences or law, or equivalent knowledge / experience





Essential Experience & Knowledge:





- Have a broad knowledge of and ability to articulate the big issues facing the organisation – infrastructure and utility policy, environment and water policy, economic and wider regulatory policy and consumer policy.

- Demonstrate knowledge of best practice in policy and strategy development and delivery together Track record of supervising research involving collating, analysing and presenting key conclusions from numerical and textual information.

- Experience of working collaboratively with multi-disciplinary teams (including with external organisations) to deliver high quality policy and strategic thinking.

- Experience of delivering projects including managing external suppliers, and other organisational functions.

- Knowledge of best practice in policy and strategy development and delivery

Annual leave



On appointment the post holder will be entitled to 25 days annual leave plus 10½ days’ public and privilege holidays a year. Annual leave entitlement will be increased by one day for each year of continuous employment with Ofwat, up to a maximum leave allowance of 30 days.
