The team

Our main focus is to deliver the Northern Ireland Sustainable Energy Programme (NISEP), and we also engage in other work and deliver campaigns to help householders in Northern Ireland save energy and money.

The programme manager heads up our Northern Ireland team. Reporting to them, our project manager manages the day-to-day NISEP programme administration and oversees a team of currently five: a team leader and four programme support officers. Also reporting to the programme manager is the assistant programme manager, who supports the programme manager to lead the organisation’s work in Northern Ireland. The team collaborates with external stakeholders regularly and with other teams within the organisation.

The role

We have an exciting opportunity to lead our Northern Ireland team, overseeing the management of NISEP,





and pursuing and realising opportunities to support decarbonisation and alleviate fuel poverty in Northern Ireland.

NISEP is an £8 million grant programme that provides funding for energy efficiency measures for domestic and commercial properties. We serve as the Programme Administrator of NISEP on behalf of the Utility Regulator.

You will lead the team, including overall management of NISEP and stakeholder relationships. Additionally, you will provide expertise, guidance, support, and financial oversight for both NISEP and other projects within the team. You will maintain and enhance our impact in Northern Ireland and act as an ambassador for the organisation.

What you’ll do

You will be a confident and experienced programme manager with proven experience leading and managing large-scale grant programmes and driving growth.





The role will oversee and ensure delivery of all elements of contract management, including project management and monitoring, reporting, financial planning and analysis, procurement, efficient scheme processes and procedures, and subcontractor and team management.

You will represent the organisation, leading client engagement and management, speaking at events, acting as a media spokesperson, and liaising with stakeholders and committees, including NI Assembly Ministers, Westminster MPs, Assembly Committees, and Government Departments of the NI Executive. You will also lead on client engagement and management. You will identify and develop opportunities in Northern Ireland to further the organisation’s impact.







Your ability to plan and prioritise multiple competing activities, drive and negotiate to influence results through people, is essential in this fast-paced environment. Solid programme management skills, excellent people management skills, a good knowledge of NI domestic energy markets, policy, and stakeholders, and advanced communication skills will underpin your success.

- A customer-focused orientation and an understanding of critical factors affecting customer satisfaction in a service industry.
- A can-do attitude and a passion for continuous improvement of people and processes.






- Well-developed communication, interpersonal, and relationship management skills, with a proven ability to develop and maintain strong, productive relationships with stakeholders, working closely with them on a day-to-day basis.
- Resilience, able to work under pressure and motivate the team to meet challenging targets.
