Contract Length: 12 months
Location: Hybrid/London - 40% in office

Pay Rate to Intermediary: £650 per day

Spinwell is recruiting for a Lead Procurement Manager for an excellent opportunity within the public sector.
RESPONSIBILITIES OF THE LEAD PROCUREMENT MANAGER
- Develop and lead Procurements that conform to Commercial Procurement Policy and Procedures.
- Produce Procurement strategies collaboratively with Commercial teams.
- Proactively identify Commercial opportunities that deliver the most value.
- Ability to influence stakeholders at all levels to develop requirements that align best to supply markets able to deliver value.
- Establish a strong and integral interface between business area and Commercial that encourages a better understanding and interaction between the teams.
- Manage and agree priorities and ensure up to date Procurement pipeline is maintained.
- Manage and develop supply markets to meet current and future needs through long term Procurement strategy.
- Ensure individual strategies are created that access the right markets and provide Suppliers with the necessary engagement for optimal outcomes.
- Deliver cashable savings and benefits against target.
- Monitor emerging Commercial regulations and case law to identify implications for current and future Procurements.
- Accountable for the selection and implementation of appropriate Commercial models to achieve strategy and goals.
- Ensure Commercial risks are identified and managed at all stages of the Procurement and that ongoing risks are transferred seamlessly into contract management.
- Support and lead negotiations of high value procurements and contracts.
- Responsible for competitions delivered by the team, ensuring accurate, comprehensive and transparent analysis.
- Provide continuity through a planned transition from tendering, contract award to contract management, which protects Commercial gains and knowledge, manages risk and ensures the necessary resources and budgets are in place to appropriately manage the contract and maintain the expected value for money over the full contract term.
SKILLS/EXPERIENCE OF THE LEAD PROCUREMENT MANAGER
- Public Sector procurement experience
- Experience of leading on caseload of (currently 50 projects)
- MCIPS / CIPS
- Senior level stakeholder management experience
- Corporate service experience
- Buying experience
- Bid Management experience
- Supplier Management experience
- Commercial Management experience
