Job Overview

Responsible for the review and development of taxi, private hire, and pedicab vehicle licensing policies and standards in London, ensuring these are fair, reasonable, and appropriate, and that TfL as the regulator is prepared for the future.

This involves research, engagement with stakeholders, drafting and presenting changes to policy, all with a view to delivering our ultimate aim of a safe, secure, accessible, world-class taxi and private hire service,





and London’s first pedicab licensing scheme.

TfL received powers from the Department for Transport this summer to regulate and licence pedicabs, and this will be an exciting and emerging area of work, to contribute to a completely new licensing and regulatory scheme for these vehicles.

We are the largest licensing authority in England, responsible for over a third of all taxi and private hire vehicle services. Our peers are New York and Singapore and other worldwide cities, with almost a quarter of a million licensees.

Key Accountabilities

· Develop and produce proposals for ongoing continuous improvement of taxi, private hire, and pedicab vehicle licensing requirements and standards in line with TfL’s objectives and strategy, and in consultation with stakeholders.

· Undertake research into licensing standards, policies and best practice elsewhere in the UK and overseas and use this information to further develop and inform decision making and change.





Part of this includes understanding future potential technologies or business models which may impact these industries (e.g., enhanced driver assist features within vehicles), anticipating their impact and proactively preparing for these to ensure continued delivery of our policy objectives.

· Responsible for monitoring the development of and changes to relevant vehicle regulations, legislation and guidance, working with relevant bodies such as the Department for Transport on such matters, and leading on the development and implementation of any changes required.

· Act as the Directorate lead in respect of relevant requests for approval for additional equipment or other changes to vehicles ensuring, where possible, that such approvals maintain the required standards. More widely, engage and maintain relationships with industry,





manufacturers and other key stakeholders and work collaboratively with them to support new vehicles, products or features if aligned to our wider policy objectives.

· Responsible for ensuring that documented vehicle policies, inspection manual, conditions of fitness and other vehicle related documents are maintained, up to date, and are publicly available.

· Assist, where requested and required in the development of internal and customer facing policies and processes. This includes the inspection procedure, vehicle exemptions and aftermarket adaptions, continually looking at how we can streamline polices and processes, remove duplication and reduce back-office costs.







· Working with the relevant teams within the Directorate and TfL more widely to ensure that any proposals in relation to vehicle policy are measured, balanced and communicated where necessary in formal and informal consultation with trade representatives and stakeholders.

· Ensure that the regulatory framework which is in place/proposed is focused on the promotion of equalities, the opportunity to both the travelling public and licensees and reflecting the diversity of London’s communities.

· Writing reports, briefings, correspondence and presentations that set out the case for changes to standards and/or policies, recognising the various political, legal, economic and social constraints within which TfL acts as a regulator.

Experience and qualifications

· Hold a BTEC HNC/HND motor vehicle technology qualification or an equivalent relevant qualification to a recognised level.





Qualifications in similar discipline e.g., mechanical/electrical engineering may also be acceptable - essential

· Proven experience within the automotive industry of vehicle repair/fleet operations - essential

· Memberships of relevant industry and professional bodies - desirable

· Experience in a regulated environment, ideally in a licensing authority or other large public authority - desirable

· Proven ability in working effectively with a wide range of complex stakeholders - desirable

· Experience of working with and interpreting legislation - desirable

· Experience of implementing effective measures to improve equality, inclusion, and safety - desirable

· Experience of implementing change - desirable

Knowledge

· Appreciation of political aims, constraints, and trade-offs - desirable







· Appreciation of the relationship between licensing authority decisions and transport authority objectives - desirable

· Some appreciation of London taxi and private hire licensing legislation - desirable

· A basic understanding of London’s taxi and private hire industries and how these may evolve over time in response to current socio-economic trends - desirable

· Excellent written communication skills. The ability to write clear and professionally written documents (reports, policy documents, guidance notes, letters), with a focus on plain English to ensure that technical information can be understood by non-technical people - essential

· Excellent verbal communication skills. The ability to relay technical information in a clear and easy to understand way,

including legal advice; consider impacts on all stakeholders; consider possible political and PR responses to any recommendation; assess social and economic outcomes – desirable

· Influencing. Bring out the positive and/or difficult aspects of issues to enable key players to consider compromise more easily – desirable

· Legislative understanding. Experience of interpreting and applying legislation and other regulatory requirements and proposing new requirements - desirable
