Job Purpose

Quantum Enabled Position Navigation and Timing (QEPNT) is central to the development of quantum technology research in the UK.

We are seeking a motivated Business Development Manager (BDM) to fill a key position leading the development and management of partner relationships with funders, HEIs, Industry and other agencies and the development of impact from the research.

Working as part of the project Management Team, the BDM will be responsible for the development and delivery of partner engagement and the project’s commercialisation strategy, by identifying and delivering on research and knowledge exchange opportunities between the research and industry.







Collaboration in research and development with industry and other partners will lead to the commercialisation of the new position navigation and timing systems and technologies and deliver maximum economic impact for the UK.

The postholder will lead on identifying external funding opportunities and industry investment for future sustainability of the project's activities.

The project, with 10 partners institutions, will lead and support the UK community, ecosystem and technologies required for the UK to be a global leader in future position, navigation and timing (PNT) technologies and systems for the next 5 years.

Our vision is to deliver atomic clocks, quantum inertial sensors, single-photon LiDAR sensors and quantum-classical hybrid sensors that will create practical systems for resilient PNT applications.

To build the UK community and ecosystem for QEPNT we will bring together experts from academia, industry and Government agencies to ensure delivery of technologies for national security, critical national infrastructure, aerospace, connected and autonomous vehicles,





maritime, energy and other applications.

Main Duties and Responsibilities 1. Working with the researchers and as a member of the project Management Team (MT), operate with an in-depth technical understanding of all research undertaken within the project portfolio, advising the Management Board (MB) and MT on technology developments across the Quantum landscape.

2. In conjunction with MB, responsible for the creation of an industry and external engagement strategy based on funder, government and industry intelligence in support of the projects strategic focus areas and responsibility for the delivery of the strategy.

Responsible for managing links and engaging with the project’s initial industrial stakeholders and coordinating activities to realise co-investment as per letters of support.

4. Responsible for building upon an existing core of industry and government partners and personal network to raise additional funding in support of the research and commercialisation activities.

5. As required, coordinate the management of any flexible funding for the support of external collaborations and / or development of impact and innovation opportunities.

6. Responsible for preparation and delivery of both written and oral reports on industrial project outcomes for governance boards, and other stakeholders (e.

g. Government departments) as required. 7.





Responsible for seeking new opportunities for collaborative initiatives within the national and international quantum technology landscape and coordinating activities to convert into new projects or value-added activities.

This will include negotiating financial, contractual, IP, and recruitment aspects of the project. 8. Work with the MT and Knowledge Transfer / IP&C; teams within partner institutes, to maximise the economic and societal impact of the National Quantum Technology Programme.

9. Take a leading sector-wide role in the enhancement of the UK’s international profile in line with DSIT’s five critical technologies framework, and the UK’s National Quantum Strategy plan.

10. Representing the MT, including deputising for the Project’s Director and Leaders as required. 11. Work alongside the project manager in the development of a skills agenda for the UK’s quantum sector.

Develop and maintain relationships with key professional services staff within University of Glasgow and other HEIs to ensure efficient delivery of project objectives within the local HEI processes and procedures, including effective financial management when required.

Knowledge, Qualifications, Skills and Experience Knowledge / Qualifications Essential A1 Ability to demonstrate the competencies required to undertake the duties associated with this level of post having acquired the necessary professional knowledge and management skills in a similar or number of different specialist roles.

Or : Scottish Credit and Qualification Framework level 9, 10 or 11 (Ordinary / Honours Degree.Post Graduate Qualification), or equivalent, including being professionally qualified in physical sciences, engineering or another relevant discipline,





with a broad range of professional experience in a management role(s).

A2 Significant knowledge and understanding of the challenges facing the development of technology in a relevant technical area and able to speak authoritatively with stakeholders.

A3 Significant knowledge and understanding of quantum technology and position, navigation and timing (PNT) systems or equivalent industrially relevant technologies.

A4 Proven track record of raising and managing substantial funding for technology / product development. Desirable B1 Understanding of policies surrounding : Trusted Research, export control and Responsible Research and Innovation.

B2 Working knowledge of the commercial, contractual and financial challenges within projects at each stage of development with strategies to overcome these challenges.







Skills Essential C1 Stakeholder management skills, including understanding and managing competing stakeholder needs in the National Quantum Technology Programme, the researchers, the partner institutes, government departments and industry.

C2 Significant networking, relationship management, consultancy and facilitation skills.C3 Analytical and problem-solving skills, as applied to technical and non-technical hurdles.

C4 Ability to motivate project team members and to develop strong working relationships at all levels.C5 Proven high-level communication skills, including presentation skills, obtained through representational, influencing and / or negotiating activities.







Experience Essential E1 Experience of developing and implementing strategic external engagement / business development plans with clear goals and objectives.

E2 Significant experience of developing strong strategic relationships with external partners and converting these into value added deliverables.

Product, service, other).E3 Proven track record of influencing and negotiating at senior levels in the public and / or private sector towards the successful delivery of organisational objectives.

E4 Significant experience of developing value propositions in collaboration with project leaders and academics that balance the needs and requirements of both internal management and stakeholders, and external partners and stakeholders.

E5 Track record of developing and delivering innovative solutions to business engagement in collaborative projects.E6 Significant experience of working in a complex technical or innovative environment.

E7 Significant experience of managing and developing teams in a complex organisation. Desirable F1 Experience of working in a research-intensive environment.

Terms and Conditions Salary will be Grade 8, £48,350 - £56,021 per annum. This post is full time (35 hours per week), and has funding for up to 5 years in the first instance.
