About this job
An exciting opportunity has arisen for an experienced and highly skilled Programme Manager who is passionate about making a difference in the lives of vulnerable adults in Barking and Dagenham.
This is a unique opportunity to lead a transformative work programme aimed at enhancing the support for residents with learning disabilities and autistic residents.
As a key figure in this role, you will collaborate across social care, health, the wider council, and local communities to implement impactful changes.
Your leadership will be vital in driving the implementation of recommendations from a recent review, focusing on both improving service delivery and achieving cost efficiencies.
You will be responsible for finalising and executing a comprehensive strategy that addresses the needs of adults with learning disabilities and autism.
This involves managing complex change processes at both programme and project levels, ensuring all initiatives are delivered on time, within budget, and to the highest quality standards.
Your role will include leading key projects, coordinating stakeholders, and ensuring robust governance across the programme.
You'll also be pivotal in designing and executing an effective communication strategy, engaging with all impacted stakeholders, and managing risks to ensure successful outcomes.
In addition to managing the transformation programme, you will oversee projects that support the broader objectives, such as implementing new technologies, upskilling staff, and introducing new ways of working.
Your expertise will be essential in guiding the organisation through people consultation processes, working closely with HR to ensure a smooth transition.
Special Requirements for this Post
- Previous experience delivering change within the complex statutory settings of adult and children's social care in England is essential.
- A degree or equivalent qualification / training (e.g., PRINCE 2, Agile, MSP) or equivalent experience is required.

You are a skilled Programme Manager with experience delivering change within a complex statutory services environment. You excel in communication and facilitation,
with a proven track record of presenting to groups at all organisational levels and managing multiple successful projects.
Your strong risk and issue management skills complement your experience in business change, process redesign, digital improvement, health integration, and savings realisation projects.
You are looking for a lead role where you can leverage your problem-solving skills and collaborate with teams and leaders across the organisation.
You are passionate about making a difference, focused on value for money, and enthusiastic about joining the improvement journey in Barking and Dagenham.
In addition to this, you will have a deep understanding of national policy requirements and best practices related to learning disabilities, autism, and SEND

We operate with a hybrid work model,
requiring the successful candidate to attend the office or designated work location for a minimum of 3 days per week, one of which must be a Monday or Friday.
