Job Summary:

The Senior Project Manager for Ports will play a critical role in the successful preparation and delivery of technical submissions during the tender process and oversee handover and mobilisation at project execution post-award. Reporting to the Business Development Director, this role involves leading multidisciplinary teams, managing technical proposals, and ensuring compliance with industry regulations. The ideal candidate will have significant experience in the construction and delivery of port projects, strong expertise in project management, and a deep understanding of procurement processes. The Senior Project Manager will be responsible for ensuring high-quality, innovative,





and compliant technical solutions that meet client expectations in the ports industry.

Key Responsibilities:

Bid Strategy Development:

- Collaborate with the Bid Manager and or Bid Director to develop a technical strategy aligned with the tender requirements.
- Provide input on key technical differentiators and innovations to enhance the competitive edge of the bid.
- Participate in bid/no-bid decision-making, providing technical insights on feasibility, risks, and project alignment with company capabilities.
- Identify areas where value engineering or alternative technical solutions could enhance the bid.

Technical Proposal Development:

- Lead the technical aspects of the bid preparation, ensuring all technical documentation, designs, and methodologies meet client specifications and industry standards.
- Develop a clear and compelling technical narrative that communicates the company's expertise, solutions, and approach to the project.
- Ensure compliance with tender requirements, including reviewing specifications, scope of work,





and all relevant technical details outlined in the Invitation to Tender (ITT).
- Coordinate with internal departments (e.g., design, engineering, HSEQ) and external consultants to develop accurate technical solutions.
- Draft technical content, including construction methodologies, resource allocation plans, design management, and technical risk assessments.
- Ensure consistency and clarity in the presentation of technical responses across different sections of the bid.

Risk Assessment and Mitigation:

- Conduct comprehensive technical risk assessments, identifying potential project challenges and mitigation strategies.
- Collaborate with the commercial and procurement teams to assess risk related to contract terms, supply chain, and design factors.






- Communicate technical risks and uncertainties to senior management, ensuring appropriate contingency measures are incorporated into the bid.

Design Coordination and Oversight:

- Manage the coordination of design activities within the bid team, ensuring the timely delivery of compliant designs and documentation.
- Engage with design consultants and subject matter experts (SMEs) to gather inputs for the technical bid submission.
- Ensure designs are fully integrated into the proposed construction methodologies and are aligned with the project's objectives, timelines, and budget.

Stakeholder Engagement and Communication:

- Act as the main point of contact for all technical queries from clients, consultants,





and internal teams during the bidding process.
- Attend pre-bid meetings, site visits, and client briefings to gather information, clarify technical requirements, and present the company's capabilities.
- Liaise with external consultants, subcontractors, and suppliers to obtain necessary technical inputs and validate assumptions.
- Participate in negotiations with clients and partners, providing technical expertise to support discussions around scope, methods, and value engineering.

Team Leadership and Coordination:

- Lead a multidisciplinary team of technical specialists, designers, and engineers involved in the bid process.
- Provide technical mentorship and guidance to team members, ensuring high-quality outputs that align with company standards and bid requirements.






- Oversee the work of junior technical staff and ensure proper coordination with other departments such as commercial, planning, and HSEQ.

Compliance and Quality Assurance:

- Ensure that all technical documentation and solutions adhere to relevant regulations, industry standards, and best practices, including CDM (Construction Design and Management) regulations.
- Implement quality assurance processes to review and validate all technical deliverables before submission.
- Review previous bids and lessons learned to continuously improve the quality and competitiveness of future technical submissions.
- Assist in the smooth handover of successful bids to the delivery team, ensuring that all technical solutions, methodologies, and risks are clearly communicated.






- Provide ongoing technical support during the contract negotiation phase and project kick-off, if required.

Technical Skills and Competencies:

Experience:

- Significant experience in the successful construction and delivery of Port projects.
- Prior experience in the procurement and tender processes for port projects, specifically port related tenders, is highly desirable.
- Proven experience managing small to large-scale port projects, ensuring timely and successful delivery.

Technical Expertise:

- Strong technical knowledge of port design and construction methodologies, including compliance with specific regulations.
- Sound understanding of Health and Safety Executive (HSE) regulations (or local equivalent) relevant to port projects,





ensuring the highest standards of compliance.
- Expertise in managing budgets, financial controls, and reporting for complex port projects.

Project Management Skills:

- Proficient in project management methodologies and practices, including scheduling, contracts administration, procurement, and risk management.
- Proven ability to resolve complex problems across estimating, contract administration, procurement, and project planning.
- Excellent stakeholder management skills, with the ability to coordinate and collaborate effectively with various internal and external teams.

Leadership and Reputation:

- Established reputation in the port sector, with demonstrated success in operating at the highest level of compliance and quality.






- Strong analytical and problem-solving skills, with a focus on delivering high-quality infrastructure projects.

Qualifications, Certifications and Experience:

- Tertiary qualifications in related degree (project management and/or construction related discipline), non-related degree or equivalent relevant professional experience.
- Project Manager for significant Port construction project.
- Membership of an appropriate Professional body or hold an equivalent professional status.
- Demonstrate significant experience of complex port construction and employment in senior management roles on projects of similar scope and scale, within the construction industry.
- Proven track record of delivering projects to time and budget, together with an exemplary safety, quality and sustainability record.
- Professional presentation, negotiation skills, organisational skills, ability to plan and manage own time.
- SMSTS qualification.
- CSCS Card
