Job description

The Matrix Programme is a transformation initiative involving 9 Departments (listed at end). It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes,





and ways of working for key government functions such as HR, Finance or Procurement, commonly known as Shared Services.

The Programme is part of the Shared Services Team, a fantastic team passionate about improving the existing shared services experience for DSIT and its partners whilst working to deliver the strategic objectives of the new Government Shared Services Strategy!

We will deliver the Government's three overarching objectives for shared services:
1. Better experience for all users - intuitive systems that are easy to use and mobile-enabled.
2. Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.
3. Standardised processes and data - support interoperability,





making it easier to understand and compare corporate data.

Departments forming the Matrix Programme: Cabinet Office (CO), Department for Science Innovation and Technology (DSIT), Department for Culture Media and Sport (DCMS), Department for Business Trade (DBT), Department of Energy Security and Net Zero (DESNZ), Department for Education (DfE), Department for Health and Social Care (DHSC), Attorney’s General Office (AGO) and His Majesty's Treasury (HMT).

Key responsibilities

In this role you’ll be providing strategic communications and engagements advice in support of the delivery of the Matrix Programme. Working to the Communications and Engagement Lead (G7) as part of a hybrid team including managed service providers,





you’ll be developing communications and engagement plans and products to support the organisation with critical milestones. You’ll be accountable for delivering communications strategies and actions from an internal perspective and project delivery communications. You will work with senior stakeholders to influence, develop and implement strategies actions and a suite of products. You will be linked in with an internal network of contacts. Gathering insight on current attitudes.

Key Responsibilities include but not limited to:

- Designing, delivering and evaluating internal communications strategies to support the Matrix portfolio
- Writing and drafting of communication products to support the communications strategies






- Ensuring information is appropriate or tailored for the correct audience and department
- Working autonomously to lead day to day comms operations and managing activities without support from Senior Managers across specific deliverables and milestones
- Leading day to day operations and problem solving with responsibility for large areas of activity across geographically dispersed teams
- Work collaboratively with teams across the Programme and department teams to ensure key messages are joined up
- Being a trusted advisor to senior stakeholders across an allocated portfolio of activity
- Presenting communication options and recommendations and influencing and persuading Senior Managers and Directors on a frequent basis
- Proactively managing the delivery of key communication and engagement activity,





including targeted content and events that influence and enhance the programme’s reputation
- Supporting delivery through the full communications channel mix – executing on the regular activity as well as driving continuous improvement

Skills and experience

Essential:

- Designing and delivering effective internal communications plans based on change activities with significant experience of using insight to inform activity
- Experience of developing and delivering successful communications within large, geographically dispersed organisations who are working remotely
- Experience in a similar role - highly skilled in producing and designing engaging and effective content
- Experience in using metrics and user feedback to define, evaluate, and improve content
- Experience of making immediate decisions in rapidly changing environments or working to very tight deadlines
- Expertise of digital technology to be proactive in anticipating issues and addressing underlying causes
- Experience of working at all levels within an organisation and experience of challenging senior grades to deliver better communication outcomes
- Experience of drafting communications – using clear and concise language and driving connection with various audiences
- Experience of building and maintaining intranet pages – driving traffic with engaging content and campaigns
- Experience of utilising a full communications channel mix – drawing on events through to emails to connect in various ways to suit the content and audience needs

Desirable:

- Understanding of Shared Services Landscape
- Understanding of ERP technology implementations

Office attendance

The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK.
