We are looking for an enthusiastic individual to join our new Sustainable Transport Planning & Data Team at Lancashire County Council. This is an exciting opportunity to support and develop the future of sustainable transport at a forward-thinking local authority.

This is a varied and engaging role in which you will work collaboratively with the wider Sustainable Travel Team to deliver innovative data solutions,





and provide expert review and advice on Sustainable Transport Planning, to support the delivery of the full spectrum of sustainable travel and wider transport-related activities. Responsibilities fall into three broad areas of delivery:

Transport Data and Analytics – Procurement, processing, and visualisation of data underpinning the development of sustainable travel highway schemes/ Act as a point of advice on transport data and survey techniques. This will include the review of Monitoring and Evaluation Plans for major transport schemes, and the co-ordination of associated data requirements.

Sustainable Transport Planning – Undertake local junction modelling tasks to support feasibility and concept design work for sustainable travel schemes. Act as a point of advice on best practice in sustainable transport scheme and strategy design, underpinned by an expert knowledge of key policy and guidance documents in the field.

Air Quality – act as a point of contact,





and co-ordinate the Planning & Highways response to district council Air Quality Action Plan consultations and Annual Status Reports.

About you:







We are looking for someone with a passion for sustainable travel and a genuine appreciation of the role that good transport data can play in delivering high-quality outcomes. You will be familiar with the latest developments in the field of Transport Planning, including an appreciation of the key guidance, policies, and best-practice documents, and how they can be applied.

You will be able to manage a diverse workload both independently and to support the work of a wider team, ensuring outputs are delivered to a high quality and in a timely manner.

You should be confident in carrying out technical work, including reading and interpreting highways design drawings. You will have experience in using ArcGIS or similar GIS software, and be a confident user of Excel,





with experience in using these software packages to analyse and present data. Experience in the use of traffic modelling software is desirable.

You will understand and be able to advise on good monitoring & evaluation plan design and standards. You should be familiar with a variety of survey techniques used to inform transport schemes and associated monitoring and evaluation activities. You will be able to work closely with both internal and external teams to advise on and fulfil requirements for transport data to support highway interventions at all stages of the project lifecycle. You will be required to input into large data collection projects, processing a programme of data collection requirements in a timely manner.





You will have an awareness of relevant GDPR policies and guidance, and an understanding of Health & Safety and CDM responsibilities for the collection of data using systems on the highway.

You should have excellent interpersonal, written and verbal communication skills. You will be able to interpret and summarise transport data, and be able to explain transport planning concepts clearly and succinctly to a non-technical audience. You should be able to build good working relationships with internal and external stakeholders. You should have good report-writing skills and attention to detail, demonstrating an ability to construct compelling, evidence-based assessments and narratives to support transport schemes and strategies.
