The Role

We’re recruiting for a Lead Contract Exit Manager here at Justice Digital , to be part of our warm and collaborative Strategic Initiatives team.

The EUCS, Voice, Video, Network and Prisoner Telephony services contracts have expired and require action to provide continuation of service across the MoJ Estate, in addition to planning the future of c.118 other Technology Services contracts.

During this period, we are taking the opportunity to look at how those services can best be improved and delivered, including driving convergence across the MoJ estate. This will ensure MoJ users, and the public are able to benefit from a consistent, fit for purpose, cost effective and secure IT service, through:

- Reviewing the scope of services provided and looking at the potential for the MoJ to take more direct ownership of some of these services in the future.
- Breaking up the large, complex contracts into smaller, flexible, and competitive specialist services.






- Engaging the market with the aim of taking advantage of innovation and the latest available technologies for future replacement contracts.

The Strategic Initiatives team is responsible for designing and delivering the future arrangements for these services. This includes an alignment of key objectives with MoJ business and technology strategies, as well as principles to future proof technology, ensure fit for purpose contracts, enable business continuity for end users, and provide flexibility to adapt to business needs.

The team will be procuring up to 9 new replacement contracts with a whole life value of over £1bn alongside significant capability insourcing.

Key Responsibilities:

As Lead Contract Exit Manager, you will be responsible for the orderly Exit of the in-scope IT services on expiry of the contracted service agreements following the successful Transition of the services as part of the Evolve Portfolio. You will have primary responsibility for successful delivery of the required outcomes, including leading appropriate governance and assurance, monitoring progress, managing risks, issues and dependencies as well as ensuring the business readiness for contract exit. You will be a self-starter and have effective leadership, interpersonal and communication skills.

Deliverables Exit

- Lead on development of Exit Strategy






- Lead on development of Exit Plan and finalise with the incumbent suppliers including seeking agreement on the provision of Termination Services. Termination Services likely to include: a. Data provision - IT/technology, processes/manuals, service data, support contracts, staff data, facilities b. Staff transfer process (e.g. staff consultation, staff data, redundancy costs) c. Other Termination Services, e.g. access to incumbent personnel, provision of knowledge transfer/shadowing, provision of subject matter experts for technical meetings etc.
- Collaborate closely with Commercial to agree any yet to be defined charges for Termination Services (eg personalisation costs of passports in any period of service extension).






- Facilitate agreement of those dependencies to be delivered by the incumbent that are required by the replacement supplier in the Implementation of the new service.
- Define and set up the Exit Governance Board (including structure, terms of reference, and levels of escalation) between MoJ and the incumbent.
- Define and agree with the incumbent explicit exit related accountabilities and responsibilities to ensure transparency of ownership.
- Review replacement supplier deliverables from an exit perspective to ensure the new supplier’s Implementation is integrated and in line with the agreed Exit Plan. Provide feedback comments for the replacement supplier as required.
- Manage the progress of the incumbent against the agreed Exit Plan, Termination Services and external dependencies.






- Manage delivery of any MoJ dependencies relating to the agreed Exit Plan.
- Lead the Exit Governance Board (covering exit related progress, dependencies, risks and issues, decisions, and escalations).
- Provide MoJ exit contribution to other Governance Boards.
- Understand any changing exit related requirement and work with the incumbent to assess the impact of the change. For small changes this may just involve minor amendments with agreement to the Exit plan. For more major changes this may require the incumbent to deliver any contribution required for Contract Change Notices that impact the Exit Plan, Termination Services and/or external dependencies.
- Collaborate with stakeholders to update and agree the Contract Exit Strategy and Plan.





This includes ensuring any remaining stranded services on the incumbent supplier IT systems are addressed by Evolve.
- Maintain the plan for the exit of the legacy services for each in-scope contract including assurance activities. Monitor the progress of exit using the agreed metrics.
- Oversee risk and issue management related to exit of the in-scope contracts. Ensure mitigations are in place and resolved through negotiated agreements.
- Provide direction and guidance on contract exit to the Evolve team and more broadly across the department.

Person Specification

Essential







- Experience of transitioning complex IT projects with personal accountability for delivering to time and cost for projects typically over £30 million in value and 18 months in duration whilst taking responsibility for due diligence
- Proven extensive experience in developing exit plans with suppliers, including exit arrangements for data provision, staff transfers, hardware decommissioning and other exit service provisions including access to exiting personnel and knowledge sharing.
- Proven experience of defining and agreeing exit related accountabilities and responsibilities for the exiting supplier, and holding the supplier to account in respect of those responsibilities and any agreed deliverables.
- Proven ability to manage complex and potentially strained supplier relationships during the period of exit, including demonstrable ability to defuse and dissolve conflict between involved parties.
- Strong commercial and supplier management skills to encourage collaborative working across all parties.
- PRINCE2 or MSP or
- Excellent interpersonal, communication, and organisational skills
- Track record of customer focus, based on openness, trust, and delivering on promises
- Demonstrates commitment to IT methodologies, processes and standards for transition planning and support, with experience across the systems development life cycle in different project phases
