Job summary

This is an exciting role working on the department’s strategic policy agenda for digital planning reform. Digital planning is a high-profile policy area on the Government Major Projects Portfolio. We are working to support the digital transformation of planning, with this role sitting in the policy, engagement and legislation team. The team is supporting programme outcomes on planning data, modern planning software, digital citizen engagement and local plans.







As a senior digital policy advisor you will work with a broad range of stakeholders across Government, along with policy leads across the department, to design and shape cross-cutting policies. You will also provide leadership on digital planning strategy to ensure ownership and buy in with those delivering policy outcomes, building the mandate for digital planning reform.

Job description

- Provide high quality support to Ministers and senior leaders on the digital planning agenda, including through verbal and written briefing, events and other ad-hoc policy requests as required.
- Support the Parliamentary process for secondary legislation as part of planning data legal powers in the Levelling Up and Regeneration Act.






- Lead implementation plans for any secondary legislation, working closely with planning policy colleagues and supporting engagement with digital teams.
- Digital policy leadership to ensure buy-in for the digital agenda within the department. This will involve working collaboratively with policy leads for planning and housing.
- Provide effective written briefings articulating the digital planning outcomes, tailored to the audience and purpose. Quality assurance of written materials that are used outside of the team.
- Support the gathering, analysis and evaluation of evidence to ensure robustness and reliability, informing sound policy and business case recommendations.






- Work closely with multidisciplinary agile digital teams to overcome barriers to delivery progress and ensure that product and strategy roadmaps are well aligned.

Person specification

Essential:

- Experience providing high quality written briefings for senior leaders.
- A demonstrated ability to convey complex issues in a clear and accurate way, both verbally and in writing.
- Experience of strategic policy development leadership.
- Evidence of strong problem solving and analytical skills.
- Effective collaboration and stakeholder management skills.

Desirable:

- Understanding of digital policy and/or experience working with multidisciplinary agile digital teams.
- Experience of the legislative process and/or working on secondary legislation.

Grade 7 salary

- The salary for this role is £57,091 (London) or £51,934 (National).

Internal Fraud Database

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to MHCLG as a participating government organisations. MHCLG then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
