Job description
Responsibilities
Contract Award and Management :
Ensure timely and compliant award of contracts necessary for construction, testing, commissioning, and operation as per Utilities Contract Regulations .
Provide commercial support across all contracts, managing them to deliver strategic project objectives and demonstrable value for money.
Strategic Supply Chain Development :
Build value-adding supply chains that meet strategic goals and comply with obligations set out in the Development Agreement and associated undertakings.
Negotiate commercial agreements with third parties, coordinating interfaces and integrating across contracts and suppliers.
Operational Procurement Management :
Oversee significant elements of operational procurement for relevant packages, ensuring alignment with similar packages and overall project objectives.
Support governance approval and assurance of procurement deliverables, developing key components of Prequalification and ITT documentation.
Procurement Evaluation :
Manage procurement evaluation processes for relevant packages, ensuring compliance with EU and UK legislation and achieving necessary approvals for short-listing and contract award.
Team Leadership :
Manage a Procurement Manager and Procurement Officer, ensuring quality assurance of their output.
Provide accurate and timely procurement reporting and management information.
Governance and Reporting :
Present to boards and committees as required, responding to challenges and scrutiny.
Actively promote and embed Equality, Diversity, and Inclusion (EDI) in all work activities, supporting and complying with organisational policies and procedures on EDI.
Qualifications and Experience
Proven experience in procurement management, particularly in large-scale construction or infrastructure projects.
Strong understanding of UK and EU procurement legislation and regulations.
Excellent negotiation and contract management skills.
Ability to lead and manage teams effectively.
Strong communication and presentation skills, with the ability to engage with senior stakeholders.
