The Urban Traffic Management and Control (UTMC) Service is a key part of the authorities plans for the future, it is integral in ensuring the effective operation of Lancashire's highway network. The UTMC Service is made up of 2 key sub teams each focusing on different elements of Traffic Signal Control seeking to maintain, improve and optimise existing installations as well as delivering new, innovative, and efficient signal sites throughout Lancashire.







UTMC Design and Technical – The team undertakes a full traffic signal/UTMC design service with modelling and assessment leading to commissioning and validation. They also provide technical acceptance on behalf of the highway authority for installations proposed as part of new developments. The team optimises the performance of Lancashire's network using UTMC and ITS systems.

UTMC Operations and Maintenance – Manage and supervise the UTMC term service contract. Manage, maintain, and update the UTMC team's asset inventory. Respond to customer queries on existing UTMC installations.

Technician (Grade 7) – Job Description

We are recruiting for a Technician within the UTMC Team (Design and Technical), which is a small team of engineers working on a range of exciting and interesting projects introducing new signal junctions and crossings to the Lancashire Highway Network as well as optimising the existing Traffic Signals network.





The successful candidate will be heavily involved in the team's activities with the key areas of work being optimisation of existing Traffic Signal Sites, production of design packages and general administration functions of the team.

With guidance and mentoring from senior colleagues, you'll be undertaking proactive optimisation of the network as well as reactive investigation of customer queries about the traffic signal network within Lancashire. This will involve site visits to understand the current operation of sites, investigate issues with their performance, produce reports and draft responses to customer queries. Whilst initially these will be under the supervision of others, in time with further learning and training, you'll be expected to undertake these tasks independently and proactively. Once fully trained,





you'll be expected to be able to think creatively to identify cost effective solutions to overcome issues at sites. Initially the focus will be on simple installations with a view to, over time, introducing you to more complex issues at some of our larger MOVA and SCOOT sites and networks.

The successful candidate will be required to assist more senior engineers with the County Council's UTC & MOVA optimisation programs as well as developing a working understanding of the Council's future mobility systems once implemented.

The role will also allow scope for you to be involved in some of the 'construction' elements that the team supports. This includes Site Acceptance Testing (SAT)





and Pre-SATs of new traffic signal installations where you'll initially work closely with a senior member of the team to undertake checks on sites to ensure they are safe, efficient and suitable to be brought into operation. Over time, it is expected you'll be capable and confident to undertake these tasks independently on simple installations.

The successful candidate will also be expected to contribute to the design packages for Traffic Signal Projects the team is involved in. You'll be expected to produce high quality design packages using AutoCAD and contribute to the other design documentation such as Risk Assessments and Bills of Quantities and other Health & Safety information. You'll be working as part of a small team alongside other Technicians, with support from more senior members of the team. This will require good teamworking skills,





effective communication and close attention to detail as well as an eye for design.

The post is a permanent full-time position (37 hours per week) and your office base will be County Hall, Preston. However, there will be an expectation for the successful candidate to work from a range of locations if needed. The role is not solely office or home based and site visits will be required. The post is an essential car user post so a full driving license is required and use of your own vehicle which must be insured for business use.
