Strategic planning of the Clinical Effectiveness priorities Structure for development and implementation of specific programme guidelines In collaboration with the Head of Clinical Effectiveness and the NWL Borough Clinical Effectiveness Clinical Leads, the NWL Clinical Effectiveness Clinical Lead is responsible for driving forward the development, implementation,





and delivery of a programme of clinical effectiveness Strive to instil a reflective learning culture across a matrix team Lead engagement with NWL and borough teams Clinical oversight of the Clinical Effectiveness group and resource development Drive and instil a Quality Improvement culture Collaborate with clinical reference groups in the development of usable and focussed clinical guidelines and tools for busy frontline clinicians Interpret data produced by the analytics team and lead development of actionable insights Champion improvements in health equity through the CE programme Provide expertise and ICS based leadership across the clinical effectiveness team in shaping and delivery a systematic approach to quality improvement, ensuring national and local best practice is translated and embedded via a range of resources and methods Working with the NWL Borough Clinical Effectiveness Clinical Leads and CE Steering Group members to prioritise the population and clinical focus workstream of the programme Inform,





steer and deliver the local development and utilisation of these quality improvement methods and tools Collaborate with both the NWL Borough Clinical Effectiveness Clinical Leads and other local clinical leaders to understand and describe process and systems challenges, to inform an effective approach to facilitating quality improvements across primary care Inform, design, lead and deliver education and training for primary care Work closely with clinical leaders across acute and other specialist departments to inform, localise and enhance quality improvement functions Interpret analysis and describe how these relate to local incentives and inform strategic priorities Work closely with PCN leaders to embed best-practices at borough-level Provide peer to peer support to primary care colleagues across NWL Provide regular updates to the CE Steering Group,





in a form that is useful to filter into both Federation/PCNs and ICS boards/ committees Work closely with CE Facilitators to provide local clinical expertise to tailor support to PCNs and individual practices Develop facilitation support packs to empower CE Facilitators to provide practice-based support to primary care teams Collaborate with workstreams across other sectors (e.g. Diabetes workshops via the ICS) The team has responsibility for delivering four statutory ICB functions: The duty to involve the public The duty to consult with the public on proposed service change Duties that relate to Equality, Diversity and Inclusion (EDI) Freedom of Information (FOI). The key elements of our work can be summarised as follows. Involving People and Communities Reaching our 2.7 million registered population and ensuring their voice is heard.







We do this through a variety of means: community outreach in all our boroughs, resident forums, working with 150 lay partners, workthrough our 3,800-strong Citizens Panel and our Co-Design Advisory Body, which works with thoseworking with communities that have been poorly reached in the past. We produce regular insightreports setting out what our communities are telling us and these are shared with decision-makers. Producing and enacting ICB involvement strategy in line with statutory guidance. Communicating with and Informing Residents Developing communications and engagement plans for programmes.







Producing public-facingmaterials for ICS programmes and borough-based partnerships; managing digital communications(social media and website); running ICS winter campaign; producing key ICS documents (annualreport, ICS strategy, information about services, etc.) Communicating with and engaging staff and partners Developing and planning ICB internal communications; developing and planning wider systemcommunications (e.g. with partners, provider Trusts, primary care, stakeholders). Managing and advising on service change programmes Supporting and advising on public consultation and engagement around service changes, includingdeveloping consultation/engagement materials and strategies. Responding to external queries Responding in a timely manner, in line with our legal responsibilities, to FOI, media, parliamentary and mayoral questions.







Developing briefings as required for political and other stakeholders andadvising senior staff. Public Sector Equality Duty Advising on organisational compliance with equality duties and preparing statutory annual equalityreports for publication. Reviewing and signing off EHIAs, running EHIA panels as required. Equality Diversity and Inclusion (EDI) Leading on organisational transformation and culture as it relates to EDI.

Developing and leadingimplementation of ICB EDI plan. Providing specialist advice Providing specialist advice to senior leaders and on resident and community involvement,communication, FOI, EDI including legal duties.
