An exciting opportunity has become available to work as a pre-certifying officer, assisting the Financial Management Analyst/Certifying Officer for the Voice of America (VOA) London Budget and Finance Office.
Duties will include:
- providing financial management services in support to the VOA correspondent bureaus and posts Overseas being: London, Nairobi, Istanbul, Moscow and Bangkok bureaus.
- handling allotment accounting, budget execution, management advisory functions, and disbursement procedures including voucher examination (at pre-certification level).
- data entry for payment processing, fund management, and expenditure reconciliation.
Additionally, the incumbent is solely responsible for the overall technical management of the London Budget & Finance Office's computer systems, its liaison with Comptroller and Global Financial Services (CGFS) in Charleston and Bangkok, and the daily uploads of accounting files to all the VOA overseas serviced bureaus.
To be successful in this role, the Accounts Payable Assistant must possess knowledge of budget / accounting principles, theories, and practices as well as knowledge of business and administrative office practices and procedures.

QUALIFICATIONS REQUIRED
All applicants under consideration will be required to pass medical and security certifications.
EDUCATION: Two years of College/University studies is required.
EXPERIENCE: Three years of work experience in business, government, or industry association in administrative management with emphasis on budget, accounting or finance is required.
LANGUAGE: Fluent English; speaking/reading/writing, may include the ability to translate (this may be tested).
JOB KNOWLEDGE: Knowledge of budget/accounting principles, theories, and practices. Good working knowledge of business practices and procedures. Good working knowledge of administrative and office procedures.
