Job summary

Staffordshire and Stoke on Trent ICB is offering an exciting opportunity for a Macmillan Palliative Care and End of Life Transformation Leader, working within the End of Life, Long Term Conditions and Frailty Portfolio.

The postholder will provide strategic leadership and oversight to SSOT ICB, working in collaboration with all partners across the Integrated Care System (ICS) to support the statutory core responsibility of ICBs to ensure that system wide accessible high quality, safe palliative and end of life care (PEoLC), tailored to the needs of the individual (Health and Care act 2022) is available for adults, children and young people.







The post is being funded via a 2 year grant agreement from Macmillan Cancer Support and is part of a national programme.

Staffordshire and Stoke on Trent ICB would like to invite the successful applicant to attend a 2 day induction training event on the 24th and 25th September to support induction into the role and to meet other Palliative Care and End of Life Transformational Leaders working in other Integrated Care Systems.

More information will be given at interview. It would be preferable also, that the successful candidate is able to start in post by the 31st October 2024.

Main duties of the job

The role is a senior post and the roles and responsibilities are broad to reflect this. The postholder will be expected to :

Provide leadership to the ICS and to identify and deliver the ICB's statutory responsibilities for PEoLC in line with NHS England's Statutory Guidance for ICBs.

To lead, coordinate, and project manage the implementation of strategies and policies







Undertake partnership working with statutory and non statutory partners working within the field of palliative care and end of life.

Work across the whole economy in order to redesign, modernise and improve services

Coproduce plans with people with lived experience and partners to improve outcomes and experience for patients and their carers.

To communicate internally and externally with partners at all levels of the system

To oversee and deliver the Palliative Care and End of Life transformation plans for the system and reporting into the programme board on a regular basis to inform on progress and management and mitigation of risk.

The Staffordshire and Stoke-on-Trent NHS Integrated Care Board (ICB) is responsible for planning functions; managing the NHS budget and arranging the provision of health services in the geographical area.







Location - Home based / hybrid working (most of posts). Travel on occasions to a Hub location with at least 1 days notice

New starters are expected to collect IT equipment, from offices in Stoke-on-Trent, and if based at home are required to have appropriate desk / chair / relevant equipment in compliance with DSE regulations

Posts at Band 8c and above, will take part in the On-call rota, flexible over 7 days, supporting the System Control Centre, with full training provided.

Essential

- Experience of working across agency and organisational boundaries






- Able to communicate highly complex information effectively both verbally and in writing with staff at all levels in technical and non- technical subjects, which may be sensitive / contentious.
- Ability to negotiate on difficult and controversial issues including contracting, performance and change.
- Ability to identify need and negotiate successful outcomes.
- Ability to critically appraise research evidence interpreting its relevance and processes / practices which could be implemented successfully to achieve system reform.
- Ability to apply expert analytical skills to highly complex issues
- As a subject matter expert, the post holder needs to have the ability to make judgements involving highly complex facts or situations which require analysis, interpretation, and comparison of a range of options .






- Capable of working in distressing and emotional circumstances due to the nature of the role
- Positive and effective communicator with good presentational skills capable of conveying complex concepts
- Excellent writing skills, including the ability to summarise information and key issues
- Competent in use of Microsoft office packages
- Occasional exposure to highly distressing or emotional circumstances in relation to staff issues

Experience

Essential

- Experience of planning and organising complex activities, programmes,





projects and services requiring formulation or adjustments meeting expected outcomes and quality standards
- Highly developed specialist knowledge, underpinned by theory and experience. Knowledge of health service management, including change management and workforce re-design, acquired through training and experience to Masters or equivalent level
- Demonstrated capability to plan over short, medium, and long-term time frames and adjust plans and resource requirements accordingly
- Experience of identifying, interpreting and implementing local and National Policy
- Experience of working across agency and organisational boundaries

Education / Qualification

Essential

- Educated to Masters level or have equivalent experience working at a senior level in service transformation / commissioning within a specific portfolio, including financial management, quality management, information management and NHS operational delivery processes.
- Evidence of post qualification and continuing professional development
