Job Purpose

As a Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager in a response, you will ensure that programmes / projects meet WV’s quality standards for monitoring, accountability,





evaluation and learning.

The MEAL Manager will oversee the systematic collection and analysis of objectively verifiable evidence to monitor the Response’s progress toward meeting the objectives of the Response strategy and results framework.

This position will ensure the setup of functional mechanisms and systems for monitoring and evaluation, humanitarian accountability, learning, and quality assurance including required protocols and guidelines.

The position will also lead the quality reviews of MEAL processes and products and provide timely feedback to key stakeholders.

Key Responsibilities

MEAL plan and results framework

- Develop the MEAL section of the Response Plan and lead on the development of the Results Framework.
- Oversee the planning and implementation of relevant response level assessments (including a needs assessment within 30 days of Response declaration) and context assessments as needed.






- Lead on the design of the overall MEAL system and ensure synergy between the different M&E;, humanitarian accountability & learning processes, considering local capacity, cost-effective approaches and sustainable processes.
- Ensure the MEAL unit (staff & functions) is sufficiently funded to operate effectively, and Response and project budgets reflect relevant and adequate costing for ongoing MEAL activities.
- Identify and design innovative practices to improve organisational efficiency and effectiveness in M&E;, humanitarian accountability and learning.

Monitoring, implementation & reporting

- Ensure all approved projects have M&E;, humanitarian accountability and learning processes that are aligned to the Response level MEAL framework and meet the required WVI and international standards.






- Ensure WV’s frontline and technical staff are equipped with knowledge, tools and resources to effectively support MEAL functions.
- Ensure monitoring processes are systemised in ways that meet donor requirements, are cost-effective, and avoid duplicative processes for both staff and communities.
- Ensure implementation by WV and partners is monitored on a regular basis against quality standards and humanitarian principles (e.

g., scheduled field visits, spot checks, report reviews).

- With the Humanitarian Accountability Coordinator, ensure MEAL findings and community feedback trends are presented at programme review meetings on a regular basis, and proactively follow up with the grants team,





project / programme leadership and Response leadership to identify how and when learning is used to inform decision making.
- Coordinate with relevant Information Management and Reporting (IMR) colleagues to establish an appropriate reporting system for tracking and documenting indicator data for ongoing projects and for the Response results framework.
- Ensure all MEAL related data, reports, and records are clearly organized and archived in a central location for future reference.

Promoting ongoing and active learning

- Ensure a learning culture is established within the Response and among implementing partners by identifying key learning needs and facilitating specific initiatives.
- Document Response learning in a systematic way that identifies action points and responsible parties.






- Lead and coordinate Response and / or programme level evaluations on a periodic basis.
- Review all Response level & thematic research for methodological thoroughness and output quality.
- Ensure audience-appropriate dissemination of learning products, including (but not limited to) : evaluation reports, learning debriefs, case studies, RTL / E reports, After Action Review reports, etc.

Humanitarian Accountability

with Humanitarian Accountability(HA) Coordinator Oversee the Humanitarian Accountability Coordinator to without HA Coordinator ensure the humanitarian accountability system across the response uphold the four pillars of Program Accountability Framework (PAF) : i.

Information Sharing, ii. Consultation, iii. Participation, and iv. Complaints and Response Mechanisms.

- with HA Coordinator :





Support the HA Coordinator to without HA Coordinator : Conduct regular accountability assessments to understand community preferred channels for information sharing and providing feedback, and ensure this evidence informs decision-making.
- with or without HA Coordinator Ensure programme participants, partners, and other community stakeholders have regular and up-to-date access to information about WV’s programmes and to channels that can process complaints & feedback with confidentiality & in alignment with predefined standards.

Capacity building & Coordination

- Ensure all MEAL staff supervised by this position are guided, mentored and their capacities built to deliver high-quality outputs.






- Support the MEAL team members and the WV management team to engage in learning initiatives, and actively use MEAL findings to inform programme decisions.
- Ensure that plans are in place and intentional efforts are made to establish capable and committed national staff-based teams.
- Ensure partner capacity is built to comply with requirements and produce high quality M&E; products in line with WV and donor standards and requirements.
- Ensure WV is well represented in MEAL related inter-agency working groups and forums as relevant.
- Support other tasks as required by Response management.

KNOWLEDGE, SKILL AND EXPERIENCE

Minimum Requirements

- A minimum of 5 years of experience with a mix of home country and international experience in humanitarian responses within complex,





fragile and conflict-related contexts.
- Two years of international experience outside of your home country / local assignment.
- Demonstrated understanding of humanitarian principles, standards and best practices.
- Experience working in high pressure, rapid response environments with multiple risk factors.
- Strong communication skills in English (oral and written) with ability to express ideas and concepts clearly and persuasively with internal and external stakeholders.
- Emotional intelligence (self-awareness, managing emotions and those of others, remaining calm / composed, dealing with ambiguity and change).
- Ability to work with a reasonable level of comfort in high tension and high security risk situations.

Required Education, training, license, registration, and / or Certification

- Bachelor’s Degree in Social Sciences / Development Management / International Development / Statistics or relevant field.
- Hostile Environment Awareness Training (HEAT), for critical and high-risk contexts.

Requ ired Professional Experience

- Minimum of 5 years of MEAL experience, especially in emergency contexts and with grant-funded projects, is critical, and including at least 2 years management experience.
- Proven experience establishing a fully functional MEAL system for an organisation that’s supported by bilateral and multilateral international donors.

Priority is given to those with experience in multi-country response settings .

- Proven experience in leading large-scale data collection activities (applying mixed methods) from design to report writing.
- Proven experience in frontline staff capacity building.
- Experience coordinating MEAL functions at the national level for an INGO covering some of the following sectors / thematic areas is critical : Health, WASH, Cash and Voucher Assistance, Food Security & Livelihoods, Shelter, Education, and Child Protection.
- Thorough knowledge of quantitative and qualitative data collection methods, and analysis is essential.
- Thorough knowledge of writing technical MEAL reports is essential.
- Thorough knowledge of Sphere, Core Humanitarian Standard, child rights, human rights, Do No Harm, and DAC evaluation criteria is essential.
- Thorough knowledge of humanitarian operations coordination, cluster operations, and major donor MEAL requirements is essential.
- Good understanding of database management is useful.

Preferred Experience,Knowledge and / or other Qualifications

- Master’s degree in Social Sciences, International Development, International Relations or related field. (Preferred).
- Previous working experience with World Vision can be an advantage.

Required travel and / or work environment accommodations

- Ability to travel domestically and internationally as required.
- Work hours are often more than 12 hours per day during difficult periods of the Response.
- Responses are often mounted in insecure or natural disaster-prone contexts, which may disrupt normal work patterns and generate staff safety issues.

Work and housing environments may at times be well below normal standards in terms of facilities, equipment, food availability and hygiene.

Effective written and verbal communication in English. Other UN languages such as French, Arabic, Spanish, and Portuguese, are preferred.
