Job summary

Deputy Fire Safety Officer to join part of our Health & Safety and Risk Team to provide professional advice for Fire Safety across Chelsea and Westminster NHS Foundation Trust.

The post holder will work closely with the Lead Fire Safety Officer within the department as well as colleagues in other departments such as Estates and Facilities and Clinical Teams.

We are looking to find a competent, enthusiastic, dynamic and pro-active individual as well as someone who is forward thinking in the discipline of Fire Safety.







The post holder will deliver fire safety training,provide statutory and mandatory guidance and advice across the Trust in all matters relating to fire safety to ensure compliance with statutory legislation associated with fire, ensuring the safety of its patients, visitors and staff.

The role will cover the whole organisation including, with the post holder initially being based at West Middlesex University Hospital with the requirement to spend days across different sites.

Interviews will include a brief presentation, and will be held on Friday 18th October at Chelsea and Westminster Hospital .

Main duties of the job

The primary role of the post holder is to undertake the duties of the Fire Safety Officer, in accordance with the Department of Health's HTM 05-02 and the Regulatory Reform (Fire Safety) Order 2005.

In addition, the post holder will provide specialist fire safety advice and devise and deliver statutory and ad-hoc fire safety training

The Deputy Fire Safety Officer will work under the direction of the Lead Fire Safety Officer to develop, deliver, improve, and implement fire safety training, to include : Annual Fire training, Fire Team training, Fire Marshal training,





and Ward / Departmental Drills & Evacuation training.

This work will also comprise the delivery of proactive work programmes of awareness raising, risk assessments and inspections in compliance with legislative frameworks.

The post holder will act as the specialist in the field of fire safety and will require the knowledge and experience necessary to understand required measures to ensure the organisation's compliance with statutory fire safety regulations.

With direction from the Lead Fire Safety Officer,





the post holder must apply this knowledge to the management of fire safety in an acute healthcare setting to devise and implement fire safety precautions that are practicable and sufficient without unnecessarily impeding the delivery of healthcare services.

Job responsibilities







Assist the Lead Fire Safety Officer to develop and deliver fire safety training, audits and fire risk assessment services across the organisation. This will include :

- Deliver mandatory Fire Safety training, Fire Team training, Fire Marshal training, and Ward Drills and Evacuation training.
- Provide professional advice, support and expertise on issues relating to fire safety.
- Maintain and develop specialist knowledge on relevant legislation and guidance.
- Support the Lead Fire Safety Officer to ensure the Trust meets its statutory regulatory requirements relating to fire safety.
- Provision, co-ordination and delivery of a robust site specific training schedule.
- Keeping a clear and comprehensive register of all training undertaken,





and forwarding a copy of the same to the Learning and Development Team.
- Assess and renew the delivery and uptake of training and report findings as required.
- Support the Trust Lead Fire Safety Officer in the development, dissemination and implementation of the Trust Fire Safety Policy and associated fire safety management system.

Work with operational managers to ensure that fire safety is managed in line with the Trust Fire Safety Policy.

- Ensure the effective and appropriate translation of fire safety strategy into practical application through the active promotion of fire safety.
- Support the co-ordination and delivery of audits arising from departmental fire risk assessments, proactively supporting departments with remedial actions where indicated.







This also includes identifying areas for improvement.

Person Specification

Education and Qualification

Essential

Recognised degree level qualification in healthcare Fire Safety, Fire Engineering (or equivalent level of experience and / or qualifications), or a Health & Safety related subject, for example the institute of Fire Engineers, NEBOSH Fire Safety, or Confederation of Fire Protection Associations Europe (CFPA) Diploma.

Desirable

- Experience of fire safety enforcement procedures,





including fire risk, assessments, audits and inspections in large and complex premises accommodating a range of risk scenarios
