Job description

Job summary

The post holder will provide day to day management & leadership for the speech and language therapy team, ensuring that services are delivered in line with best practice, that all protocols designed for the service are adhered to, that services are safe, timely, cost effective and that they deliver positive outcomes.

The post holder will work with all managers within the Childrens service / management team and will deputise for the Operational Manager as appropriate.

The Post holder is responsible for the overall performance of team members, ensuring the team delivers within the team's devolved budget, and meet agreed performance targets.







The Speech and Language Therapy Service works with the young people and families in Knowsley to ensure that they provide a high quality service that meets the needs of the population.

Mersey Care is a large trust with a number of children's services so there opportunities for working with other teams and linking in with regard to children who are on the SEND agenda.

The service works with the Trust and partners to ensure that they provide a place based service and children and families are supported to access the services they need.

Main duties of the job

The post holder will have experience of care pathway development and support team members in the application of key performance indicators to key interventions to accurately measure quality standards and embed pathway model of service delivery.

They will ensure that services are person centred and that the choices and aspirations of Children, young people and their families are realised.

Ensure risk assessments / action plans are in place and have clear systems for review.







Support teams to be fully compliant with CQC and NICE frameworks and submission timetable

To lead, co-ordinate and support the delivery of clinical services specific to professional role within the team.

Manage the team within the area of responsibility effectively and efficiently in order to achieve service targets and continuous service improvements for patients / service users.

Introduce and champion new ways of working to ensure the delivery of high quality, safe and evidence based care within the area of responsibility, exploring further potential for skill mix, linking role redesign with key local and national targets.

To take a lead for Safeguarding within the speech and language therapy team, and link with internal and external partners on strategy and development.

Job responsibilities

Manage the team within the area of responsibility effectively and efficiently in order to achieve service targets and continuous service improvements for patients / service users.

To be a visible first point of contact for all key stakeholders and staff, advising on all business and performance matters relating to the service.







To support the team with Continuing Professional Development, linking with the wider Allied Health Profession workforce and integrated teams within the trust.

Introduce and champion new ways of working to ensure the delivery of high quality, safe and evidence based care within the area of responsibility, exploring further potential for skill mix, linking role redesign with key local and national targets.

To take a lead for Safeguarding within the speech and language therapy team, and link with internal and external partners on strategy and development.

Delivering high level and complex triage, clinical assessment diagnostics, treatment and evaluation of the needs within Speech and Language Therapy.

Providing leadership,





promoting a learning culture for colleagues and other agencies, leading service innovations and demonstrating high level problem solving.

DUTIES

Contribute to the business planning process, and lead the development of an annual service plan, linked to the monitoring and evaluation of the quality of services, using benchmarks and setting targets for improvement.

To support the development & implementation of innovative models of provision, ensuring services are person-centred, and integrated across pathways.

Provide strong and effective leadership, ensuring the development of robust policies, guidelines and standards, within the area of responsibility, by implementing national policies and government papers and linking them to local priorities.







Work with stakeholders to develop and improve services that support independence and inclusion.

MANAGERIAL / LEADERSHIP (including financial / physical resources and staffing)

To demonstrate leadership by means of :

- Effecting change within own sphere of practice when and where indicated
- Making recommendations to improve services
- Influencing, motivating, supporting and enabling others to contribute towards the effectiveness and success of KIPs

Contribute to workforce planning, including recruitment and selection, and future workforce requirements within area of responsibility, supported by HR as required.

Contribute to managing the allocated budget within the area of responsibility,





ensuring value for money; to be the authorised signatory and identify the most effective way of working within available resources.

Deputise for other Performance and Operational Managers in their absence.

Establish a performance framework to include attendance, sickness absence and capability; and ensure regular reporting of activity and performance to appropriate forums, as required within timescales set.

In Partnership with Operational Managers prepare management reports on service performance and make recommendations in order to inform ongoing development and service delivery.

Ensure that all staff monitor and evaluate their own practice against agreed quality standards

Person Specification

Qualifications

Essential

- Completion of a recognised training course awarding relevant degree / diploma approved by the RCSLT and HPC
- Registered with the HPC - License to practice
- Evidence of successful completion of specialist short courses up to Master's level or equivalent
- Experiential training which demonstrates highly specialist skills in specialist area
- Evidence of management training
- Evidence of leadership training
- Membership of relevant special interest groups

Desirable

- Post graduate certificate in speciality
- Postgraduate Dysphagia qualification / competencies
- Member of the Royal College of Speech and Language Therapists (RCSLT)

Knowledge / Experience

Essential

- Relevant experience at undergraduate / post graduate level
- Experience of carrying out specialist assessments and interventions
- Proven ability to work independently, prioritise and manage own complex caseload.
- Experience of working with highly complex cases, such as progressive illness and rare conditions
- Experience of working with highly complex cases, such as progressive illness and rare conditions
- Leading in service projects
- Developing and leading training of others and Language Therapists
- Advanced knowledge of assessment tools relevant to the client group
- In depth knowledge of national policies and procedures relevant to the client group
- Advanced knowledge of a range of appropriate therapeutic interventions relevant to the client group and an ability to compare and contrast relative benefits
- In depth knowledge of the principles of clinical governance / audit
- Understands the roles of other professionals relevant to the client group
- Understands the standards of record keeping
- Understands confidentiality as relating to the NHS
