The postholder will provide expert knowledge relating to medicines optimisation and lead the department's medicines value and medicines transformation project team.
The postholder will also support the Head of Pharmacy and Medicines Optimisation to implement and deliver the Medicines Optimisation Strategy for the ICB,
deputising for the Head of Pharmacy and Medicines Optimisation, as necessary.

Main duties of the job
- The postholder is responsible for providing medicines optimisation professional expertise to the ICB and member practices.
- The postholder will provide expert knowledge relating to medicines optimisation and lead the department's medicines value and medicines transformation project team, leading on the development and oversight of ICB medicines value projects to support the delivery of the medicines optimisation priorities for the system.
- The postholder will support the Head of Pharmacy and Medicines Optimisation to implement and deliver the Medicines Optimisation Strategy for the ICB, deputising for them, as necessary.
- The postholder will define current processes,
facilitate discussions and advise colleagues across the ICB, primary and secondary care and other commissioned providers as to how best practice in medicines use might be adopted in the definition of future processes, documenting those processes as they are agreed and overseeing their delivery.
- The postholder will be responsible for multi-disciplinary working across the ICB and with commissioned providers in order to ensure a clinical quality and safety approach to medicines optimisation.
- The postholder will carry out any other duties as may reasonably be required by their line manager.

Our Integrated Care System (ICS) footprint covers a large geographical area of 1,347 square miles and covers a population of around 500,000 people across the area of Shropshire,
Telford & Wrekin.
The ICS area is served by two nitary authorities, Shropshire Council and Telford and Wrekin Council. We have two acute hospitals, with services delivered by one acute trust, The Shrewsbury and Telford Hospital NHS Trust (SaTH).
We also have a specialist orthopaedic hospital, Robert Jones and Agnes Hunt(RJAH). Orthopaedic Hospital NHS Foundation Trust Shropshire Community Health NHS Trust (SCHT) provide our community services, and mental health services are provided by Midlands Partnership University NHS Foundation Trust (MPUFT) which covers Shropshire and Staffordshire.
The region is served by the West Midlands Ambulance Service University NHS Foundation Trust (WMAS). Alongside this, our partnership includes our 51 GP Practices,

Job responsibilities
Operational - To support procurement and contracting of commissioned services and translate outcomes into plans to optimise clinical and cost-effectiveness.
- To evaluate and analyse complex information of medicines use in primary care and commissioned services and translate outcomes into plans to optimise clinical and cost effectiveness.
- To work internally and externally to deliver projects, initiatives and services to time and in a cost- effective way.- To support the identification and sharing of best practiceTo operate in a highly political and sensitive environment,
including communicating highly-contentious information to patients and healthcare engage prescribers and other key stakeholders in programmes designed to actively change prescribing behaviour where appropriate within the ICB or its commissioned provider services to improve quality and cost-effectiveness of prescribing.
- To support the portfolio of medicines quality programmes in demonstrating high quality in prescribing and value for money for the current spend through tracking, managing and delivering agreed benefits and key performance indicators.
- To support commissioning and service improvement colleagues in assessing value for money in medicines pathways in current or proposed commissioned services or clinical pathways
- To support and / or lead pharmaceutical public health projects across the health economy to improve patient outcomes.
Financial and Physical Resources - To be responsible for monitoring delegated project budgets to support the achievement of financial targets.
- To be responsible for supporting the commissioning of projects and procurement of services to support project delivery.
- To ensure educational events and plans are delivered within the constraints of the delegated budgets- To provide project financial and quality improvement reports, advice and strategic briefings to Directors and the Board as required.
- To provide in-depth analysis, interpretation and production of complex and multiple reports including complex clinical data and financial returns.
- To act in a way that is compliant with Standing Orders and Standing Financial Instructions to support the Head of Pharmacy and Medicines Optimisation in their discharge of this responsibility.
- To support delivery of value for money and greater efficiency in the use of medicines optimisation budgets and to ensure that they operate in recurrent financial balance year on year.
Staff Management - To be responsible for the day-to-day management of the medicines value and transformation team and mentorship of the project and primary care support team.
Support wider team to develop project management skills, which may include supporting staff training, development and support pharmacists and technicians with professional development plans,
and co-ordinate a programme of project and clinical mentorship sessions for the team based on the planned projects.
To support team members with meeting clinical revalidation.
Information Management - To develop the acquisition, organisation, provision and use of specialist medicines optimization knowledge and information.
- To co-ordinate education and engagement campaigns to support the project programme.- To highlight exceptions and risks ensuring mitigating action can be taken to keep the programme on track.
- To draft reports summarising status on issues, appraising outcomes, and providing progress reports for the Head of Department.
- To collate as required, qualitative and quantitative information and lead appropriate analysis to develop robust business cases and contribute to project products.
- To analyse, interpret and present data to highlight issues, risks and support decision-making.
Research and Development - To plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information.
To critically appraise clinical research and evidence to support project delivery.- To deliver projects to comply with key performance indicators
Person Specification
Qualifications
Essential
- Master's Degree in Pharmacy (MPharm) 4 years
- Member of GPhC
- Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience in clinical pharmacy
- Higher degree in clinical pharmacy, prescribing science or equivalent
- Ability to drive, holds current driving license and has access to a car
Desirable
Experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects
