Job summary

Following the recent creation of a small dedicated health inequalities team, Shropshire ,Telford and Wrekin ICB is seeking to appoint a health inequalities partnership manager.

As the Health Inequalities Partnership Lead, the post-holder will lead the Health Inequalities Manager and the HealthCare Inequalities Specialist in the engagement of operational, clinical, and cross organisational project team members to progress the successful delivery of objectives and activities relating to the core ICB function of tackling inequalities in outcomes, experience and access including :

- Core20PLUS5 Health Inequalities Agenda






- Key HealthCare Inequality objectives in the Operating Plan (including addressing inequalities through accelerated prevention goals within the LTP)
- System HealthCare Inequality objectives in ICP Strategy and Joint Forward Plan
- HealthCare Inequalities Training and Ambassador Programmes
- Schedule 2N NHS Contracts
- ICS Green Plan

Main duties of the job

Influence positive change in tackling Health Inequalities through a detailed working knowledge and understanding of healthcare and the socio-economic influences relating to healthcare inequalities.

Engage with and contribute to matrix working with Strategic Commissioning and Insights Teams in relation to Statement of Information Standards for health inequalities and implementation of PHM approaches.

Contribute to development of coherent and outcome-based health inequalities Commissioning Intentions in the Joint Forward Plan and System Strategies.

Propose and implement a range of methodologies to the evaluation and measurement of the performance of health services in reducing HealthCare Inequalities







Contribute to influencing the system to deliver on wider determinants of health inequalities including green agenda.

Develop systems for the recording and monitoring of ICB duties to reduce inequalities in the exercise of functions in regard to relevant sections of the NHS Act 2006.

Job description

Job responsibilities

Plan, develop and deliver training and presentations in a range of forums relating to the HealthCare Inequalities and green agenda.

Use data and insights to develop bids to attract inwards investment / internal investments that address healthcare inequalities.

Develop, support and deliver successful projects that demonstrate return on investment.

Lead the system wide CORE 20 Ambassador programme.

Responsible for supporting and preparing reports to the relevant Health and Wellbeing Board, Place Boards, Health Overview and Scrutiny Committees and ICS Committees







Provide senior managerial support to the planning and administration of the System Prevention and Health Inequalities Board.

Person Specification

Knowledge, Training and Experience

Essential

- Educated to master's level in relevant subject or equivalent level of experience of working at a similar level in specialist area
- Extensive knowledge and expertise of healthcare and the socioeconomic influences relating to healthcare inequalities and organisational development
- Proven and significant leadership experience
- Evidence of post qualifying and continuing professional development
- Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement






- Should have an appreciation of the relationship between the Department of Health, NHS England and individual provider and commissioning organisations

- Must be able to provide and receive highly complex, sensitive, or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups Negotiate on difficult and controversial issues including performance and change

- Must be able to use initiative to decide relevant actions and make recommendations to Sponsor / Manager, with the aim of improving deliverables and compliance to policies

- Experience of researching best practice (globally, private, and public sector), interpreting its relevance and processes / practices which could be implemented successfully to achieve system reform (advising on policy implementation)
