Job summary

This is an exciting time to join Cardiff and Vale UHB as we strengthen our priorities and approaches to supporting people with a learning disability.

You will have passion for bringing people together to drive forward delivery, improvements and transformation of services that support people with learning disabilities across our health services.

You will be key in leading change in how health and care services are designed for people with learning disabilities and come with the skills to facilitate and enable delivery of change across our complex systems and partnership arrangements.

Specialist services for adults with a learning disability are delivered by our health board partners, Swansea Bay UHB,





who also deliver services across Cwm Taf Morganwwg Health board and Swansea Bay.

Services for children and young people with learning disabilities are provided by Cardiff and Vale UHB. Priorities for people with learning disabilities are held within Cardiff and Vale Primary, Community and Intermediate Care clinical board, and commissioning arrangements managed within the Strategic Commissioning team.

The Cardiff and Vale Regional Partnership Board provide the strategic partnership platform for enabling integration and change across the region and partners, and this post complements a wider team of people supporting project and programme management across partners for people with learning disabilities.

Main duties of the job

As a senior lead working across the UHB and our partner organisations you will build and maintain strong relationships across the health directorates that support people with learning disabilities,





ensuring that planning processes reflect the priorities and needs of the population of people with learning disabilities.

You will work closely with Cardiff and the Vale Local Authorities and SBUHB transformation leads, service managers, external partners, service user and carers and wider public in driving forwards an ambitious programme of work.

You will play a key role in leading and supporting the development and implementation of the key Learning Disability strategic objectives and deliver the development, implementation, and evaluation of health service transformation.

In supporting the delivery of new ways of working and cultural change across the partnership, you will design and implement new policies and systems, building positive relationships quickly,





using their influencing skills and managing resistance along the way.

The primary focus of this this role will be the translation and transfer of priorities into the relevant partnership plans (and vice versa) in order to ensure all opportunities are seized to develop and deliver integrated, or aligned, services wherever it is timely and appropriate to do so.

The requirement to influence and manage change is also an essential aspect of this role, as delivery will link closely with the transformation programme in SBUHB.







The agreement and delivery of priorities will facilitate the implementation of the Cardiff and Vale Joint Commissioning Strategy for Learning Disabilities.

The post holder will build and maintain strong relationships with CAVUHB, Cardiff and the Vale Local Authorities and SBUHB transformation leads, service managers, external partners, service user and carers and wider public, where appropriate.

The post holder will play a key role in leading and supporting the development and implementation of the key Learning Disability strategic objectives and deliver the development, implementation, and evaluation of service transformation.

The post holder will manage dedicated project resources and service resources contributing to Learning Disability delivery.

In particular,





the post holder will have specific project / programme management and transformation responsibilities, often working within tight timescales and competing demands.

This work will often involve working with highly complex, sensitive, and contentious information with a high degree of autonomy.

The post holder will lead and participate in multi-agency planning and transformation groups and support the production of joint strategies and delivery plans;

assessing services, programmes and projects, identifying areas for collaborative and partnership working to enable service redesign and deliver care in the most appropriate setting for individuals.

Person Specification

Qualifications

Essential

- Advanced knowledge and experience of multi-agency strategic planning






- A good knowledge of the NHS and local authority priorities in the area of Learning Disabilities

Desirable

Recognised Project or Programme Management Qualification ( Prince2, MSP)

Experience

Essential

- Successful track record of leading and delivering large scale, projects, including ability to lead, manage and implement complex change.
- Partnership working and stakeholder management acquired through training and experience over an extended period.
- Proven work record of consistently achieving high standards and delivering objectives and priorities.

Desirable

- Experience of delivering or managing Learning Disability Services
- Experience of working with Local Authorities and other partner organisations on mutual priorities

Skills

Essential

- Ability to work effectively with and build confidence of partners, clinicians, managers and other staff.
- Ability to perform and deliver under pressure, including dealing with complex and contentious issues in a hostile environment.
- Clear leadership skills, influencing and team building skills including good negotiating and influencing skills to deliver shared outcomes and highly developed judgement and decision-making skills.
- Knowledge of organisational performance management principles and practice

Desirable

- Working knowledge of budgets and financial management, coupled with sound financial control skills.
- Knowledge of NHS Wales and the political environment, including up to date knowledge and understanding of current priorities within NHS Wales and Welsh Government
