Job summary

Established in 2019, the Leeds Health and Care Academy offers a unique opportunity for people to learn and develop together across organisational boundaries, as one Team Leeds.

We are a partnership organisation and work on behalf of the entire health and care sector in Leeds ensuring that our city is equipped with the highly diverse, skilled workforce needed now, and in the future.

In 2023-24, over 5000 individuals engaged with Academy programmes from across our NHS Trusts, GP practices, Local Authority Social Care as well HE, FE, independent care homes and third sector.

We have been instrumental to the growth, development and connectivity of our workforce across all these sectors.







Workforce Development Leads are responsible for leading, designing and delivering a range of workforce development programmes.

This post has a specific focus on our Future Workforce and leads our work with children and young people to promote Health and Care careers and will manage an innovative new careers platform that we have developed.

You will also lead on the co-ordination of T Levels and support our work on collaborative apprenticeships across the partnership.

This post involves a mix of home working and office base at Leeds General Infirmary or at partner offices Merrion House.

Main duties of the job

In this role you will lead the delivery of a portfolio of projects simultaneously. You will need to research, scope and develop new projects and programmes as well as write reports, presentations and briefings for a broad range of audiences and stakeholders.







You will also matrix and line manage team members and work with expert stakeholder groups to design, deliver and evaluate projects.

Every week in the Academy is different - but here's a quick taste of what one week might look like :

Monday

Kicking off the week by holding a review meeting with an external learning and development provider to discuss progress and next steps.

Tuesday

We meet regularly as a team to check-in and share important updates - this week I'm presenting the evaluation of one of our projects.

I have 1 : 1s with my direct reports to review their priorities, support with any challenges and discuss opportunities to get involved in different projects.

Wednesday

Today's a day of partner meetings -all virtually. I'm presenting to a board,





chairing a working group for one of my projects and have a few individual conversations with partners to scope out a new piece of work.

Thursday

I've got some desk time today to prepare presentations for next week's meetings, follow up on actions from yesterday's conversations and research for a project I'm scoping.

Friday

I meet with my line manager to review my priorities, discuss my development and work through stakeholder feedback on my projects.

Job responsibilities

The Development Lead is responsible for undertaking, leading and contributing to the successful delivery of major transformational projects and programmes, in response to the local and national transformation agendas for health and care.

You will also enable and contribute to the successful delivery of the Leeds Heath and Care Academy ensuring that project objectives are delivered on time, within budget and to expected levels of quality .







You will have budget and line management responsibilities and be expected to work with minimum direct supervision. The role involves the development and production of business cases and other programme / project documentation, such as Programme / Project Initiation Documents (PIDs), highlight, end project and lessons learnt reports as well as effective relationship management with staff at all levels across Adults & Children's Social Care, Leeds NHS Trusts and Independent & Voluntary Sector providers and carers.

Person Specification

Qualifications

Essential

Management or Business focussed degree or equivalent gained by experience and training.

Desirable

Project Management accreditation is desirable.

Other Criteria

Essential

Competent / advanced on all MS office applications

Experience

Essential

- Extensive experience of leading,





managing and contributing to a variety of projects relating to transformation and service improvement, and delivering them on time, within budget and to agreed quality
- Experience of managing competing priorities whilst delivering on a range of projects and adapting to changing circumstances and priorities.
- Experience of working effectively with other teams, services, departments and partners to deliver cross-cutting projects.
- Experience of communicating key issues effectively, clearly and succinctly both in writing and verbally to a range of audiences for example, through writing reports and delivering presentations
- Experience of analysing,





interpreting and presenting complex business data to support the case for change that drives up standards and performance.
- Experience of line management or of leading staff assigned to project teams.
- Good understanding of the transformation agendas for health and care and issues, challenges and environment they operate within.

Desirable

Experience of using formal project management methodologies, Prince II to take forward projects from concept to implementation and completion.

Skills & Behaviours

Essential

- Ability to plan and facilitate workshops, as well as chairing and contributing to a range of meetings.
- Ability to motivate, inspire and develop staff.
- Ability to work to specified work programmes and timetables.
