Job summary

An exciting opportunity has arisen for an experienced Operational Manager to join the Surgery Clinical Board as Deputy Director of Operations, at Cardiff and Vale University Health Board.

Reporting to the Director of Operations, the Deputy Director of Operations will provide support to the Clinical Board Director and the Director of Operations for the Clinical Board to provide strategic leadership to ensure the effective and efficient management of all services within the responsibility and accountability of the Clinical Board.

In particular, the post holder will have accountability to ensure effective operational management of all available resources;







delivery of efficient services within the scope of the Clinical Board; responsibility and accountability for the provision of high-quality safe services in accordance with the approved strategic direction and policy of the Cardiff and Vale University Health Board, and that financial and clinical governance processes and practices are of the highest order.

The ability to speak Welsh is desirable for this post; English and / or Welsh speakers are equally welcome to apply.

Main duties of the job

The Deputy Director of Operations for Surgery Clinical Board is responsible, for the effective strategic and operational management of Services ensuring the delivery of high-quality patient services within the resources available.

The post reports to the Director of Operations and has a key role in providing business development support to the directorate.







The post holder will act on behalf of the Director of Operations and as a core member of the Surgery Clinical Board team in leading on performance delivery working with Directorates to ensure service priorities and targets are delivered in a timely way.

As a key member of the Surgery Clinical Board, the post holder will support the Director of Operations in providing leadership and direction in the development, analysis and delivery of operationally relevant data to enable operational decision making and to monitor and improve operational performance.

The post holder will lead on high profile Health Board wide projects and national priorities as required by the Director of Operations.

Qualifications

Essential

- Masters degree in a relevant discipline or demonstrable ability and experience to work at Masters level
- Recognised management qualification






- Project or Programme management qualification or experience
- Evidence of management development through CPD and / or formal management courses

Desirable

Improving Quality Together - IQT

Experience

Essential

- Significant senior management experience working in general management within the NHS or private sector. This must include experience of managing staff and resources above £5m.
- Experience of leadership at a senior management level
- Experience of leading and management service development and evidence of achieving improvement
- Significant senior management experience including managing a team and change management knowledge
- Experience of strategic planning

Desirable

Significant NHS management experience, leading a large multi-disciplinary team in an acute healthcare environment

- In-depth professional knowledge of RTT, Cancer and unscheduled care targets
- In-depth knowledge of statistical analysis
- Innovative and responsive to change
- Good interpersonal skills and the ability to negotiate, confidently and effectively with a range of clinical professionals

- Detailed understanding and experience of the management of the NHS
- Good understanding of IT systems, their application and potential
